The El Paso County Commissioners Court is accepting applications to fill four seats within ESD #2. The application deadline is 5:00pm on October 17, 2014.
ESD #2 encompasses the remainder of El Paso County to include Vinton, Canutillo, Socorro, Clint, San Elizario, Fabens and Montana Vista.
REQUIREMENTS TO SERVE:
Those interested in serving should meet the following requirements:
• Applicants must meet the minimum requirements of Chapter 775 of the Texas Health and Safety Code ("Code"), specifically:
-Be at least 18 years of age;
-Be a resident citizen of the state; AND
-Be a qualified voter within areas served by the district; OR
-Be the owner of land subject to taxation in the district.
• Applicants must have the following characteristics
-Be willing, able and have the time to serve during the term of appointment
-Be community-oriented individuals, or have the desire and commitment to become involved
-Have a basic knowledge of business practices and/or fiscal issues
-Possess the ability to work with the other board members to ensure that the best possible service is provided to the residents of the district
-Meet the composition criteria (outlined below, under "Board Composition")
The Board composition will be comprised of the following:
-One homeowner
-Two individuals with business background, preferably own/manage a business within the district boundaries
-Two individuals that have knowledge or background that relates to fire prevention or emergency medical services
RESPONSIBILITIES:
An ESD is a local government agency created by a vote of the public to provide fire protection and/or emergency medical services (EMS) in specific areas in unincorporated areas of a County. The governing statute for an ESD is Chapter 775 of the Texas Health and Safety Code. An ESD collects taxes based on appraisals of real and personal property within the district. Commissioners serve on a voluntary basis and are responsible for budgeting, financing interests and investment of the District.
